O&#8217;Donnell, 82, who helped start an English language program for Southeast Asian immigrants in Arlington County during the 1980s, died May 23 at her home in Alexandria of cardiac arrhythmia.<\/p>\n<p style=\"text-align: center; \"><a href=\"http:\/\/www.washingtonpost.com\/wp-dyn\/content\/article\/2009\/06\/09\/AR2009060903030.html\" target=\"_blank\"><img loading=\"lazy\" decoding=\"async\" src=\"http:\/\/www.washingtonpost.com\/wp-srv\/images\/homepage\/logos\/twp_logo_300.gif\" alt=\"\" width=\"300\" height=\"47\" \/><\/a><\/p>\n<div id=\"body_after_content_column\">\n<p>Mrs. O&#8217;Donnell was a member of the Arlington Extension Homemakers&#8217;
